In a large saucepan, cook ground beef over medium-high heat, seasoned with salt and pepper, until browned, about 6-8 minutes. Add diced onion and sauté until soft and translucent, about 5 minutes.
Add butter to the saucepan and allow it to fully melt. Stir in flour until well mixed and cook for 1-2 minutes.
Gradually pour in beef broth, milk, and Worcestershire sauce, bringing the mixture to a simmer. Add corn and green beans, stirring occasionally until the sauce thickens.
Preheat oven to 350 degrees Fahrenheit. Lightly grease a 9x13-inch baking pan.
Spread the meat and vegetable mixture into the bottom of the prepared pan. Arrange a layer of frozen tater tots on top, then sprinkle with shredded cheddar cheese.
Bake, uncovered, in the preheated oven until the cheese is melted and bubbly, about 25 minutes.
